RATIONALE

• The Public Service is the key instrument for implementing the policies and decisions of Government. A critical success factor in the realization of the lofty objectives of Government is a professional, competent and result-oriented Public Service with the impetus to effectively discharge its catalytic role of facilitating successful conception, planning, execution and monitoring of the policies, projects and programmes of Government.
• For the Public Service to achieve its aims, there are Laws, Rules, Regulations, and code of conduct put in place to guide the actions of employees and ensure public services are delivered effectively and efficiently. To this end, there is the Public Service Rules, a code of basic rules, regulations, and procedures germane for regulating the operations and behaviour of all operatives in the Service. The Public Service Rules is necessary for carrying out the business of Government and efficient service delivery. It also provides the operational framework, the regulatory principles and a charter of rights, privileges and duties of all public servants while detailing what sanctions erring conduct could attract.
• These rules are expected to be read, learned, mastered, and applied by all Public Servants to ensure good conduct, loyalty, honesty, courtesy, hard work and ethics. Strict compliance with the provisions of the Public Service Rules, and other extant Circulars, and the provisions of the Public Service Handbook, is fundamental to a successful career for Public Servants in Nigeria. 
• The proposed Workshop on the Public Service Rules, therefore, is designed to equip Public Servants with the relevant skills, knowledge and attitude required to be Efficient, Productive, Incorruptible and Citizen-centered Public Servants of Nigeria. It is expected that participants will go back to the workplace with the knowledge, ability, and confidence to apply the Rules and techniques in the discharge of their various schedule of duties.
